The Texas senator won with 28% of the vote compared to 24% for the billionaire, while Florida Senator Marco Rubio surprised observers by finishing in third place.
Meanwhile in the Democratic contest, Hillary Clinton said she was "breathing a big sigh of relief" but stopped short of declaring victory over her rival Bernie Sanders.
Sanders said he and the former secretary of state were in a "virtual tie" in the state.
